Here a PSU that belongs to Studer TLS 4000 Synchronizer.
It does not offer any voltage.
Unfortunately I do not have the electronic schematic.
What area do you think I should start?

Well, its full of Frako caps, so I would definitely change those first. Then follow basic fault finding rules. Note that it is a switchmode supply with full mains voltage on it. If you are not technically experienced, take it to a proper tech! This supply could kill you.

The PSU schematic is attached.
First usual suspects are power mosfet, crowbar triac and big capacitors. Also you should check how the power supply is switched on,  maybe you need remote voltage to power the PSU (pins  4 and 5). You can bypass this part by connecting mains voltage to pins 1 and 3. Be careful with mains voltage.

When I took that photo, I have already replaced all yellow Frako.
Now I need to replace the Rifa capacitors.
Any substitutes for those Rifa ?

Hello

The X2 capacitor line from RIFA are still available, you should find them anywhere (RS for sure)
or any other brand...
They tend to crack after years of use (and I can see it in the photo for the left 100n) change them ASAP !!
I see one burn  in the past... rack opened for a first check/power-on of an old Studer rack :-X
