PSU Works on breadboard NOT on PCB?

Hello all, I have used the following shematics to build a 24V and 48V PSU. For various reasons I thought I would split the schematics in 2 pieces (2 PCBs) as shown in Schematics #2. Then I would simply connect the 24V PCB to the 48V PCB as shown in the 3rd picture. I also connected the ground planes. When I connect the 2, I get 24V on the 24V out BUT always get 67V on the 48V output as if there is no regulation. I can't find find any shorts and I printed the 48V PCB twice. Am I missing something on the ground planes?

It looks like R1 on the +48v PCB goes from the + output of the bridge rectifier to ground.  On the schematic it is shown in series from the bridge to the input of the regulator.
