That's a highpass/lowpass filter, sometimes known as a "sound effects" filter in the old days. It's not an EQ.

It's not an EQ.

It can be a pretty cool EQ, though. I have multed a bass to 2 tracks and then combined the filters onto 2 faders, kind of like a Bassman. It can get pretty resonant if the magnets get too far apart.

When I opened it up, I was expecting pots, not gears.

But you are right."Variable H.C. & L.C. Filters Model 2BR" right on the front...

It is an attention getter in my rack.

Maybe the next thing I build will have knobs labeled 01, 02, 03 etc, and then in the middle there will be a key that says...
01=gain
02=ratio
03=threshold
04=....
