small power transformer failures possible?

Short question, is it possible for a power transformer to just fail a tiny bit. And as a result have a secondary too low in voltage? I can imagine this could be possible if just a winding or 2 next to each other from one part of the transformer would short. But has anybody ever seen this happen?

It would get quite hot - and probably burn the bad winding

No, transformers do not generally fail, just part way...

A low winding voltage is probably related to heavy loading.
