In the early days of those translators I had lots of good laughs just translating some manual or something into russian and then read resulting gibberish. These days they improved alot and not so much fun anymore...

It's probably what jackie mentioned (use of a poor quality machine translation--due to laziness or cheapness, I don't know). (Looking over what looks like the original Japanese source) I think it should say something like this (not sure what the silk fiber business is about so I could be off)  :

New innovative audio use high grade capacitor using fiber which is an ingredient in silk for the composite paper used for the electrolytic paper.
The suppleness of silk relieves the vibration of the audio signal, thus greatly reducing high frequency peakiness and grain in the mid frequencies.
Furthermore, richness in the low frequency range is increased, realizing heretofore unachievable high quality sound (using only previously available aluminum electrolytic capacitors).
