What is that stuff?

Hey guys!

I just got an Art Pro Vla ii compressor and I wan't to mod it, but when I've opened it I found this white stuff all over the caps.

anyone have an idea why is that there? and if there's a way to remove that?

It's there to prevent the heavy components that are only held to the PCB by their leads from vibrating and breaking off the PCB.
