What kind of caps are these?

Could these be PIO? No polarity markings. Salvaged from old tube equipment
The one on the left is 1uf 285v
The one on the right is .25 uf 1000v

If you see that package type and its marked like an electrolytic, it's a standard axial cap inside of a hermetic package. 
 
be careful, those could contain PCB's.

if you smell a really funky chemical leaching out, run for cover!
 
Can anyone identify these ones.  Are they electrolytics?  The band on the left hand side indicating the polarity? Do electrolytic caps go down to .0015uf?

If you see that package type and its marked like an electrolytic, it's a standard axial cap inside of a hermetic package. 
There are no polarity markings on it.
They're old high voltage oil caps.
This sounds right. Not good for audio from what I've read. If true, off to hazardous waste disposal...
 
****, dog, they are great for audio.  Are you kiddin'?  And clearly those don't show electrolytic markings.  Hazmat won't take anything under a certain size, and if they aren't leaking, there ain't no haz.  I once had a Collins console that used nothing but, someone before me had freaked about the hazmat thing and cut all the caps out, took them to hazmat disposal, and were turned away for 'insufficient quantity'.  Guess what, they put the box of caps back in the (now disabled) console and put it back in the basement.  They all measured and worked fine.

band indicates outer foil orientation, not electrolytic.

Whoops! I googled "old high voltage oil caps" and read this, which made me think they weren't a good audio cap:

"Alternating current oil-filled Capacitors
Oil-impregnated paper
Usually PET or polypropylene film dielectric.
Primarily designed to provide very large capacitance for industrial AC applications to withstand large currents and high peak voltages at power line frequencies. The applications include AC motor starting and running, phase splitting, power factor correction, voltage regulation, control equipment, etc.. Limited to low frequency applications due to high dielectric losses at higher frequencies."

My city has a great hazardous waste program - but I would much rather use them!
