Are the fibers broken or just snagged? If broken, I'm afraid replacement would be the only course that I know of. If only snagged then perhaps you could use a pick tool or a large needle at the edges to pull them back into place.
If you have to replace the cloth, it really shouldn't be that much work. Finding the correct cloth might be the hardest part but most of them are available.
