Grounding power in plastic / ABS cases

My friend is on a mission to rack up a load of cheap effects for as little as possible. He has a LOT to do and wants them all to be indentical, so scavenging cases is out of the question.

He is perfectly happy to rack them in ABS cases, but has asked me how to ground the mains power. Obviously normally you would go to the chassis, but what can you do in a plastic case?

If you want to comply with EC safety regulations, you need a dual-insulation mains xformer; then mains grounding is not needed. The main drawback is that the gear may not be properly shielded. For noise performance, all the sensitive stuff should be enclosed in a conductive shield (it may be only aluminium foil...)
If you're not too concerned with regulations, but somewhat concerned with safety, you should earth all the components that may be touched by hand.
 
Personal safety is the main concern... although Im not sure he had really considered the sheilding aspect too much.
