Not sure whats going on in there , but it looks like Santa's little helper elf has had a go at fixing it before .

Nah, that's all my handi work. I wasn't able to fully remove the solder from the board holes so just rigged some leads and connected them to the underside.
 
Start by making a good solid ground connection with the multimeter - lead , if the +probe has a long exposed metal tip considder using a piece of wire insulation slipped over so only the very tip is exposed to prevent accidental shorts , now probe around the various supply rails and figure out whats working or not .
 
It`s often the small ceramic hf decoupling Capacitor that is broken and shortcutting. I repared a great number this way
 
It seems to me that fixing it is just restoring the basic design flaw and you're better off rebuilding as per the info out there on the basic problem with this.
