Open up either end of a mic cable to access the solder pins. With mic plugged in using that test cable, that will place the load of the mic unto mixer / preamp's source. Use a DC volt meter to measure between pin 1 and both 2 / 3. If it's 48 volts DC + / - a volt or two, that would settle if there is a voltage supply issue.

Mine, with mic plugged reads about 35.6V~36V, without mic plugged, phantom power reads about 47.8V
