I picked up these "multiple network" Altec 8012-00GG "transformers" on eBay. I guess I didn't totally know what I was getting. I thought they were a primary with multiple secondary taps for fixed gain.  Turns out ....I don't know what it does! 

Anybody?  Any help?

resistor network.  common in old consoles for setting VU meter level reference, etc.

Although not specificacilly specified on the litt, the rated attenuation would be valid for perfectly defined source and load impedances. I can hardly imagine it is for 600/600 matching, since the basic connection would already introduce 6dB attenuation. Seems more likely to be for bridging (low source Z/high load Z). Then, what is low, what is high? 600/15k? or 600/control grid?
I think some investigation in the resistor values is due...Measuring resistance between 1 & 2 and 2 & 3 will give the answer.
