In case it hasn't been mentioned, I just discovered that electroswitch makes 3 deck, open frame rotary switches with 17 or 23 adjustable positions. They're not gold plated, but could be used instead of the ELMAs. I'm finding them for as little as $54 USD in single quantities just by searching google and the big catalogs. www.galco.com seems to be cheapest so far.

They're non-shorting but so were the ones N originally used (right?). Just implement the 12k anti-click resistors and you're in business.
