cap leakage -> residue on pcb

2 options that I use with success:

1) Toothbrush with Isopropyl alcohol,
Brush PCB until all the residue goes away

2) I also use this product that is basic Isopropyl alcohol with a brush

I use Amtek solder flux, solder wick, and some solder on hot iron. Makes it all come off nicely. plus it leaves pads and vias shiny. Then clean-up with iso.

In your case, vias look fine. Bigger, dried up blobs of cap leakage can be scratched of with toothpick. Then just iso.
