I have one of these in my sig gen that has popped.  It is rated at 1A.  Looking through the RS catalogue I can get a 6.5A version for £6 less than I can get a 1A version.    Is there an issue with the operation of the unit if it is that much over spec ?

I don't think so, it's just passive LC filter.
Just take care about fuse you put in it (if it's also a fuse holder) to match your build requirement

Note that the expensive part in there, the inductor, works at lower frequencies at lower z (i.e. higher current). So a larger value inductor is needed for same frequency at less ampere.

But for non-critical mains input filtering, I'd just put in anything I have at hand.
