Does anyone know which factory manufactures these 21 step attenuators that are found all over Ebay?

I would love to get some of these unassembled without resistors, so I can make some custom values (revlog, etc). From googling, it looks like they were offered unassembled at some point in time. I contacted several sellers on Ebay, but no one seems to sell them that way anymore.
I could always buy them and desolder myself, but that seems like a pain and a waste. Would be great to get in touch with the factory.
