Diagnose and troubleshooting my Siemens W295b

I have two of Siemens W295b! One is working, another dont. When I replace two of PCBs which can be removable from one which is not

working W295 to a good working W295b, this two removable PCB works fine!

Im noob with testing electronics and wanna try figure out what is happening with my W295b! I wan't give some electronics expert for servicing or repairing it!

So do I need oscilloscope or another equipment for get some results of fault of my W295b!?

Do you have a multimeter? This is the most basic you will need to compare the voltages of the units. Better yet to find someone in your area that has the needed skills...
