ELMA Switch 04-2133 .. need help soldering it

Hi guys,

I need your help soldering resistors to an ELMA 04-2133 rotary switch. This is going to be a master volume knob in a summing mixer.

I only need 21 positions since I already have bought the resistor values needed (see table below)
I found this little metal stop washer and was able to pull it out. If I put it into position 21 however, it still has 24 positions if I turn the switch. Should I have paid attention to whereas the switch is fully clockwise or anti-clockwise before re-fitting the washer?
Now I am very confused and don't know where the switch would be in default position.
