Uhhhhh... I believe you are thinking about Digi-Key. Mouser does not have a min order. They just charge you shipping and that's all.
 
Mouser does however, have a minimum quantity on SOME parts (like most cheap resistors have a 10qty min), and yes you can't checkout without meeting that minimum.

I just ordered from Mouser and there is a MIN quantity on resistors and such. But, you know it is like 10 and the way I seem to destroy things it might not be a bad idea to have extra things around! :)

This all makes sense. I mean, I didn't understand it before when people were talking about requirements of like 1000 pieces of certain transistors
while single pieces seem just possible from their catalogue.
Uh, maybe that was for non-stock stuff then.
