green pre problems.....again

I just checked all my ic voltages, and all of them check out to spec with the exception for pins 6,7 and 8 on IC 2

they read

Pin 6 = -4
Pin 7 = -4
Pin 8 = 4

this is on both channels too.

I'm not sure what happened.......

No one has any insight here. I imagine the answer is gonna be, follow the circuit....

Are these voltages measured with the chip in or the chip out?

The +V (+15v) is not getting to the +Vcc pin of IC 2. Check the 10R resistor between pin 8 & Vcc & the decoupling cap.
