I don't know if this has been addressed. But I have a power tranny that provides 15v ac and 13v ac. I know that the schematic wants 15 and 12. Does anybody know if using 13v will create problems?

Actually 13v is for the subregulator voltage which is recommended to be 12v.
 
If your mains power is pretty undistorted, 13VAC will have a peak value of about 18.4V, and after a loss to rectifiers' forward drop will still leave you with something to regulate down to 12V with.
