Hairball Bronze 60hz hum when pad is off???

Just built a Hairball Elements....relatively straightforward build, nothing too complex. But I'm getting a very loud 60hz hum unless I engage the pad,in which case it's still there but barely noticeable. Maybe a filter/decoupling cap? Watcha think? Thanks!
