I have this Kenyon input that may have come out of some kind of Motorola gear. Does this look like a short between 7 and 8? Should I open it? Used my fluke for ohms. My cheap lcr withe clear case for H. Used my ts-382B/u to inject 1 volt on primary's. Adjusted for each to 1 volt. The sweep I used my Behringer umc1820.

I think it's a short. Why would they have a tap like that?
