Yup, quality back in the day was rather variable. Back at Ft Riley KS we used to call it "smoking rope", because as legend has it they cultivated hemp plants to make rope with in the region back during WWII, resulting in low grade local weed, but while in Germany on maneuvers we could trade that "rope" 1:1 for hasheesh, getting the far better end of that deal because grass was apparently rare in Europe at the time and hash wasn't. 8) I doubt anybody made that trade again after smoking it.
I suspect this was similar to variable quality from bathtub gin during prohibition.
