I have Green PSU but i can't understand what is '317' without heatsink.Is it second LM317?

It appears to be a second LM317 as the pins are marked A, O, I (adjust, out, in).  Judging from the higher voltage caps nearby I would say it is for phantom power which will be very low current and not require a heatsink.  However, a TL783 might be a better part to use here.

I checked they have same footprint.I guess i will try TL783.

You can use an LM317 for the Phantom supply, but the TL783 is definitely a better part.
