No: in exceptional cases, he can get 20 years, a hearing, and then another 20 years, until the system feels he may be released (or he expires). And I suspect this will be one of those exceptional cases.

and then they can hold him for another 5 years, another parol hearing, then another 5 years, until he dies... that's slo "just what I read"....which means I've a 70% chance of being wrong...
