Got a odd problem that just started with my Otari deck. If I flip the remote switch to the fixed speed , either 15 or 30 ips  the motor will slow down to basically a slow halt and just make a humming noise, if I switch to Variable Speed the unit works perfectly. I assume its a issue with one of the master recording cards in the control of the speed , though not sure which one before I seek a replacement unit. Any advice would be greatly appreciated!

Power Supply Seems fine, all voltages are running good, no circuit breakers tripped.  I had a bad rectifier go out a few years ago and
while I had the unit apart I changed out all the rectifiers and did a re cap.
 
Hi,

What kind model is ? Type I, or II or III.
The reference capstan is different depending on the model.
For type I, it's a clock (9,6 KHz @ 30 ips), with a PLL.
For type II, we have more lot of card, cpu card, IO card, etc ...
Please; let me know what kind of deck you have
