Standard implement of the C37. Neat! Hard-boiled tape ops would still use scissors or razor blades, though.

Yes, the electric scissors on the C37 is something to be very wary of. 

I have one  and I always keep it unplugged - just in case - I prefer the old block and blade editing anyway.
