That definition is funny. "Digital documents" are ok., so you can send Word- or PDF-files on a USB Stick as a letter. The same USB stick filled with music is not ok, you have to use the more expensive parcel. ;D

Here, post office doesn't verify if parcel contains document or goods, instead it checks if the thickness is lighter than 3 cm to accept it as document.
Pros consumers have access to small parcel service (equivalent to international letter but for goods) while unfortunate private customers are required to use parcel service (colissimo) to send goods (if parcel thickness is greater than 3cm)
Offically they said the reason for this document / goods difference change is to follow new machines requirements at sorting facilities.
