I was expecting double the wires (ie a primary and a secondary).

Hey, is that from Ted Weber? I know him from way back.

It's an autotransformer--a single-winding transformer. It's used to match a speaker to an amplifier. For example, you can use it to connect a 16-ohm speaker to an amplifier that only has an 8-ohm output tap. In that case, connect amplifier + output to the 8-ohm tap on the matcher, speaker + to the 16-ohm tap on the matcher, and connect the amplifier, speaker and matcher - (com) terminals together. Other combinations are handled in the same manner, using the appropriate taps.
 
Why do you need this? Are you using it on a tube amp or a solid state amp?

matching is a relative thing. some amps are missmatched if you use what you read on the web or in some books. For example there is a small 2 el84 amp that uses a 4K primary the same company used the same transfomer for a 4 el84 model.

I have used PA autotransformers on some solid state amps(under 5 watts) some chip amps go up in smoke others work when it works it sounds nice

go in 16 ohms come up 4 or 8 or go in 4 come out 8 or 16 etc....
