I worked or a GYRO company in the 80’s and we started to have FAILURES of CMOS. All of production was ESD safe, however the receiving clerk was removing the CD4xxx and counting them and returning them into ESD TUBES.
CMOS are super sensitive in my experience. On the other hand, I once worked for an audio electronics company where diodes, BJTs, and JFETs were stored loose in cardboard boxes on shelves - we used to dump them out into plastic containers to count them by weight for inventory, and then dump them right back, not to mention handle them without any anti-static precautions. We never had an issue that I know of.
