strange output transformer?

some time ago i bought some transformers from a local old radio repair shop that closed down.
i got some nice tube power transformers,and several other goodies....

in the same lot ,there were also a few (output?) transformers - with a ratio of about 10:1,looks like a push pull transformer (no gap),
size similar to a fender deluxe output(15W),single secondaries,and the primary winding has 3 taps - BUT- no readable resistance to the center tap.
the DC resistance between the primary ends is about 70 ohm - but again - nothing readable to the CT (actually wires-not solder tags) and the center one is a different color(grey-green-grey)

now, i connected it to a SE 6L6 , B+ of 350V,and 8 ohm on the speaker side,and now i can measure 27V on this CT to ground....

any clue to what this was used for?
oh,and its not a broken winding because these are unused,and are about 5 of them that measure and behave the same.

i also thought about that possibility,but if it were a shield ,there shouldnt be any potential across it - right?
