URIE 1176 G version problem

If I set 0GR in 4:1 and then switch to other ratios the 0GR changes. Increasing as I go up the ratios.
When I go to 20:1 it also jumps up but then slowly increases and goes off scale.
I then discovered that the release control also effect 0GR.
The -1.75V at the junction of R87 (150ohms) and wiper of Q bias and bottom of release pot does not change with changing release.
If I have -2v at C21 in 4:1 then in 8:1 is -2.82V, in 12:1 -3.75V and 20:1 is -6.25V.
Adjusting release does not change the voltages on C21
Any suggestions?
