Peter of SA is of course da man to tell us about it, but being a Peter as well here's my take on it:
I bet he intended it as a convenient 'GND'-attachment-thing for during testing.
Then you can have never enough GND-arttachment-possibilities: earth-clips of scope probes, temp. power-supply-connections etc., etc.

So as in his pics I made that jumper a big loop. it's in fact not a jumper, the PCB-trace underneath continues.

So should it be attached now in the final version, or would that create ground loop problems? These are going to be stacked vertically in a 2u chassis, so running a line to ground from there would add a bit of inconvenience if it's not needed.

No, that too short a path to create a problematic ground loop. Just an easy place to hook the GND leads of a PSU & scope..
