What is the "L7" and "L8" on this PCB?   

I'm troubleshooting why an Avid Artist Mix won't power on.  I have a working unit in my hands alongside this broken unit, and L7 is the first component that doesn't match the resistance (pin-to-pin) of the working unit.  also, the DC jack has continuity from + to - on the broken unit.    i'm hoping it's a real simple fix, but i'm not worried if it's not.  i only paid $160 for it, so it won't be a huge loss.  at the very least, it's a replacement faceplate for the working unit and some backup faders in case the working unit's faders die for some reason.

L is inductor, probably a LxC noise filter. If you measure short across DC PS, look for shorted cap, or sometimes a shorted IC. That shorted cap could cause the inductor to over heat... or not.

Could look like L7 has been hot.

What is that manually-soldered  wire-piece going from power-input-tip to L7? Does it exist on working unit also?

Otherwise it could be a repair attempt on classic loose-power-connector gone wrong?
