you might find a used B&K  in that range I used one when I was with honeywell / novar  and it was sweet I think it was a model 800 but don't hold me to that its been a few yrs

Less powerful than the Peak LCR, but more useful for continuous measurements, i.e. on variable inductors.

i just bought the atlas lcr-40 a few weeks ago cost me 98 euro's incl. shipping and 2 extra batteries to Holland. really nice simple to use meter, the only meter i could find in the minus 300 range that measured L and C at different freuencies. I recommend getting some of the other probe options because the supplied leads are kinda short. Not the most precise meter but a bargain overall. 2 thumbs up!

I do a lot of custom guitar and bass pickup winding and I use an Extech 380193.  It's worked flawlessly for my needs.  They're about $200.00.

What about using LIMP wich is a part of ARTA software?

According to app note2 :
"The program Limp can be used to measure value of resistors, capacitors and inductors, simply by
calculating resistive, inductive or capacitive parts of the measured impedance"

I've seen the specs.. its amazing indeed for the price.
They've also a semiconductor analyzer which does also voltage threshold, saturation current and RDSON measurements for JFETs..

Too bad they says no shipping outside USA and Canada..
And here, of course, an Indian clone.

[edit] the Agilent U1731[2]A, Limp, Atlas lcr-40, B&K 878A-879, are light-years away from the capabilities of the M3..
..that said, the U1732A is not bad.[/edit]

Yes the guy is a bit here on the spamming side,
but I must say, just received today his LCR meter, its pretty darn good, true lab-grade unit.
