Id say pay carefull attention to the wire layout Richie ,maybe somethings shifted an inch or two and upset things ,could be time to try PRR 's chopstick method .
I noticed the same issue with the led bias, getting it to operate as it says on the tin wasnt really possible and it didnt give optimum results trying to bias it with the leds either .There is a way of retrograding the VR to something more similar to the older bias system but you'll have to dig that out for yourself if you want it. It might have also been mentioned already ,but on anything tube this big its well worth checking the LT and centre tap connections to the board, as over time the huge inrush current, heat and vibration can turn the solder at that point to crud ,Ive seen it happen on several big tube amps.
