Here we have something that does the trick: http://www.geofex.com/circuits/Adjusticator.gif
My own preference would however be to use two non-inverting stages (like said above, passive attenuator and one opamp for make-up).
But if you're always using both halves of the Geofex-circuit together the double polarity inversion wouldn't matter. So then it gives you a complete ready to go schematic.
