Internal Levels of equalizer - how to deduct/determine?

Hi, i am playing around with a equalizer circuit (tg) and am simulating the presence and filter bands in kicad spice. This all works fine but how do I decide on the internal levels of the eq circuit? I tested how much level I can put into the individual stages before getting distortion but how much headroom do I need to plan for? Was it usual to further bring down the level after a step-down input transformer? And if how low can you go before it is too low?
Also it should be safe for all possible kinds of boost combinations, i suppose.
Should I consider an ampstage after the input transformer to bring the level down even further?
Right now I plan to use a 10k:600 input transformer which gives me ~-13dB which still seems still too much, when the different stages begin to saturate at ~+6dbu without even any boost being applied. So if someone feeds a ~+19dBu signal in, it is overloaded without even having boosts applied.

What are realworld values of internal eq-levels?
