Loose Transformer Innards?

I came upon a UTC A-18 that seems to be loose inside the case. That is, (slightly) clunking around inside when moved. I'm not rocket surgeon, but that seems bad to me. I haven't had a chance to test the thing yet, but assuming it's intact otherwise, can something be done? Can it be re-potted?

Bake at 220F for an hour, let cool.
