I don't have an audio interface in my garage, where I do most of my studying/electronics work. Could I power a mic using a DC Bench Power Supply? Do I apply +48 volts to the pins?

Im also going to look into buying an arbitrary waveform generator. I was thinking about one of these.

Of course.

Do I apply +48 volts to the pins?

No. Assuming the mic needs phantom power you would apply +48V to two matched 6800 Ohm resistors, and apply the voltage at the other end of the resistors to pins 2 and 3. There are standards for resistor values for lower voltage, but 48V is usable by all; some microphones will not run from lower voltages. You usually see a marking on the microphone body (or at least in the spec sheet) indicating the requirements, e.g. P48 for 48V phantom power required, or P12-P48 for 12V to 48V power acceptable.
