Hi, I have an RE-201 with a slow motor speed. It seems to be a mechanical issue where the pinch roller pushes against the shaft, causing the motor to lose speed. As you can see in the video, when I apply some tension to the shaft, the speed increases again.

Is the free movement of the shaft normal, or should it remain steady? Do you think rebuilding the motor with the Echofix kit would resolve this issue?

There's a mechanical adjustment for that.
I know there is a mechanical adjustment for the pressure of the pinch roller against the shaft.
The issue is that even with the minimum pressure required for the tape to move consistently, the shaft is being pushed by the pinch roller, causing the speed to decrease. This is why I believe the problem lies in the motor.
 
It's been a while since I had once of those on the bench but I'm pretty sure the capstan shaft shouldn't budge at all, so yea, your bearings might be shot.

However, unless you also have excessive wow & flutter, I doubt that the issue is due to mechanical problems only.
