I know I have seen these before.
They are not the hard plastic knobs but are a more hard rubber and have a softer touch.
I can’t for the life of me remember where exactly I saw them.
Any ideas?
 
I call them "rubberized". Some folks call then Comfort Grip (scroll down here):

Rogan used to make custom knobs for Peavey... They were injection molded plastic, with a rubberized outer layer... Of course this was 20+ years ago.

"Ordinary" Rogan knobs were a fave of mine decades ago. I used them on the desk(s) I designed back then. In those days, no rubber outer skin. I first encountered Rogan in the 70's on ADM desks. Example:
