urei 1109 output attenuation

so these two 1109s came in, racked in a chassis for repair.

problem- signal cuts out if the output trim is turned down below 3 o'clock
                      regardless of the level of the signal

observation- 1.  there is output on the card, even when output of unit cuts out.
                              2.  (here is the wtf)  from the transformer the signal goes to the wipers on a 1k double deck pot...
                                    where it is either sent to ground, if the pot is turned down, or to the output XLR and also meter buffer.
                                  (both high and low are sent to their own deck)

thought-  a 1k pot?    what?    so we never get farther from ground than 1k...
                      isn't that like pushing you fader about one third of the way up and calling it good?
                      IF you were gonna put an output pot on this, i woulda thought maybe a 5k....


found in their natural habitat, these don't have attenuation as far as i know.

these have a pot for variable gain added,  (measured half a meg across 1 and 3  should be 100k)

my two thoughts are

1.  replace the 1k pot with a 5k pot.

2.  remove the pot so there is no output gain control and call it good.

how or if to implement an output control?  often the dilemma.
either none;
or a stepped bridged T attenuator.  easy to fabricate on a 6 position-2 pole switch.
operates more or less "correctly" into bridging or terminating loads.
If the 1109 misbehaves with no load, a Zobel can be added.
