What's the difference between these UTC O-12?

Doug, I was wondering the same but didn't have any other catalogs handy.  Of course the actual measurement would be the true test.  But as you said, he should not have a 12dB loss for any reason except perhaps mis-wiring or a faulty unit.

Sometimes level differences like the catalog states can be a change in the zero reference used, and the level handling is actually the same.
