Check that you have some 15-17V going to the 78S12 regulator. If not, check your diodes and the AC going to the 12V section..

i have 18v at the input of the 78s12
do you mean to check the diodes d13 to d16? now im a little bit confused if there should be 1n4007 diodes?
maybe im too tired...

18Vdc at the input, 0V at the centre pin, should give you 12V at the output pin. If not, then either the regulator is broken, or the 12V rail is shorted..

after trying three 78s12 new the fourth finally worked!!
but im testing the unit tomorrow, now its time for some sleep!
