Will they need 16 pre's? If so, I would go with 16 or 20 of your access-312's... Really!!?HD10 doesn't utilize the DSP on the HD/Accel cards and runs everything AAX Native.
In my experience, Reaper is buggy once you get past the basic features. Simple use it is really great. But start using external gear, bouncing tracks, it has problems.I suggest saving the money and using Reaper

I wouldn't suggest anyone jump into a big project with it.
I would suggest looking at alternatives to ProTools though. I use Cakewalk Sonar and am happy with it.
