is a common measuring point at which many known tube testers measure EL34 (AVO160, 163, for example), and it is also a measuring point found in datasheets as a working point for single tube operation in class A. At this point EL34 dissipates 25W, so it is far from starving areas.
I agree, I have "slightly" exaggerated using the word starved, but many people, particularly those dealing with guitar amps are interested in operation close to, and even beyond limits. 300+V is common on EL84's, so the tester would be just fine; however, 6L6's and EL34's are commonly seen with 470+V, so this tester would miss an important parameter.
The fact that many tube testers don't cater for this is due to that the original role of a tube tester was to tell an electric appliance store tech if a tube passes or not; that's how it was in the radio years, and the concept has somewhat permeated through the years.
