DMM's and most other test instruments are different.

In regards to sensitivity no, tube (VTVM) and FET analog voltmeters draw very little current with their inputs, Fluke 887AB analog voltmeter draws none.

And scopes usually draw low current, especially on x10, and you can use them for DC.

A scope is a necessity, for sure. Hi Z input and all.
