For the EF13, in the moxtone "journey into VF14" article he shows that an operating point of about 1V seems to work well. Is the cathode resistor what we're changing to obtain this, or is it simply the exact heater voltage? I guess I don't know where to measure to find this "1V operating point" Is this the bias?

It’s the voltage difference between the cathode and the grid.

The grid wants to be negative wrt the cathode.

Simply put, with the grid at nominal 0v (via ~60M resistor), you can select a cathode resistor that biases the cathode at +1v relative to ground, and you have your operating point. The exact value of this resistor will depend on the plate load as well as the chosen filament voltage.
